Looking for a Head of Mechanical and Electrical Engineering for a new role based in the Midlands. In this role you will be part of the management team in the Technical Services Directorate and will be responsible for managing the activities of the M&E Section. This will include the management and maintenance of mechanical fixed and mobile plant, including plant and vehicles on and off road. You will also be responsible for leading and managing the delivery of the M&E capital investment programme. The role will also include responsibility for Fleet Management. Key responsibilities: Plan and coordinate the delivery of strategic objectives in line with the organisational Corporate and Business Plan objectives. Develop and manage budgets as allocated to deliver strategic services ensuring value for money and compliance with procurement and corporate governance. Effectively manage resources; financial, physical and human. Work closely with Regional Managers and Operations Staff to provide cost effective Mechanical and Electrical Engineering design solutions to support business objectives. Work closely with Regional Managers and Operations Staff in planning and delivering an effective and efficient maintenance programme for all fixed plant, heavy plant, marine vessels and road going fleet. Manage the design and delivery of the M&E capital investment programme within budget in a timely and cost effective manner. Review and develop the Fleet Management System and associated processes in order to inform strategies' in support of the capital fleet and plant investment programme and also ensure compliance with statutory maintenance requirements. Develop Frameworks and Service Level Agreements to assist with the management and maintenance of fixed plant, large plant, marine plant and road going fleet. Adopt a proactive approach in relation to Health & Safety, ensuring compliance with machinery directives in order to meet statutory compliance obligations regarding plant and equipment. Develop Frameworks to manage the commissioning and delivery of design work by outside consultants / contractors. Effectively manage human resources, developing skills and knowledge sets within the team to meet business objectives, and setting key performance indicators for deliverables aligned with the Corporate and Business Plan objectives. Provide information to allow financial and progress reports for projects under your control to be drawn up. Work effectively internally with other members of the team and other sections and externally with local Community groups, relevant statutory authorities and stakeholders on various design and construction projects. Key requirements: Possess a Degree in Mechanical or Electrical Engineering (Level 8 in the National Framework of Qualifications) or an equivalent qualification in Mechanical or Electrical Engineering related discipline. Be a Chartered Mechanical or Electrical member of one of the following Engineering Institution's MIEI, MIMechE or MIEE. Have a minimum of 5 years recent Senior Management experience in the management of Mechanical or Electrical Engineering projects, working with heavy construction plant, road fleet and/or marine equipment. Hold a current driving licence and / or possess access to a form of transport which will permit travel throughout Ireland and ensure that the person can supervise works spread over a wide area. Have a proven record track record in managing budgets for large scale capital projects, including the maintenance of fixed plant, large plant, marine plant and road going plant. Demonstrate experience of managing large complex budgets and procurements relating to plant and equipment. Have technical expertise and an understanding of emerging technologies /standards/engineering requirements, legislative requirements, National and European policies and directives. Have the ability to work under pressure to tight deadlines and to take a strategic approach in the delivery of key policy objectives, and necessary vision and capacity for innovative thinking. Have the capacity to negotiate on sensitive and complex issues, internally and externally. Possess strong organisational awareness including an awareness of the broader operating environment. Have the ability to lead, motivate and develop a diverse team and demonstrate a strong understanding of the team ethos. Have a knowledge and understanding of the Health, Safety & Welfare requirements in relation to fleet and plant maintenance. Proven experience of working on multiple projects within agreed budgets and to demanding time schedules. Possess experience and understanding of change management skills.
